Staff recommends approval of the Neighborhood Stabilization Program 2 (NSP2) Partners Agreement with Lake County Government to implement grant programs and activities.
Lake County Community Services Department has created a Consortium of Partners to apply for the NSPS grant to provide for more funding to acquire foreclosed homes, purchase and rehabilitate abandoned or foreclosed homes; land banking of foreclosed homes; demolition of blighted structures; and redevelopment of vacant or demolished properties. Housing & Urban Development (HUD) Recovery Act includes $1,930,000,000.00 of funding for the NSP2 program activities. The funding is available to non-profit organizations, as well as local governments.
The expected benefits of NSP2 are to stabilize property values and prevent neighborhood blight. To strengthen our chances in receiving funding, Lake County Government has established a Partner Consortium which includes Leesburg, Eustis, Clermont, Lady Lake, Lake-Sumter Florida Habitat for Humanities, Homes in Partnership, Life Streams, New Beginnings, Affordable Housing by Lakes, and Guardian CRM/Langton Association Management Consultant.
If the Consortium grant application is successful, funding will be provided to Lake County as the Lead Organization and the partners will submit targeted properties to Lake County for funding. For example, if Leesburg identifies a foreclosed or blighted home and determines that it meets the NSP criteria, a request would be made to Lake County to purchase the home. The property would either be renovated or demolished to prepare a sale to a first time homebuyer. Costs for renovation, work write-ups and management fees are eligible for reimbursement under the grant.

The fiscal impact to this project is measured by developer’s cost such as staff time, use of office equipment, telephone calls, work write-ups and site visits. The grant will pay for the developer’s cost listed above. Each acquisition completed could cost an estimated $500.00 to $2,500 for developer’s expenses. The monies for developer’s cost will be paid at the time the City requests funding from Lake County to acquire property. The developer’s cost will be included in all requests for funding.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT BETWEEN LAKE COUNTY GOVERNMENT AND THE CITY OF LEESBURG TO ESTABLISH AND IMPLEMENT THE NEIGHBORHOOD STABILIZATION PROGRAM 2 (NSP2) GRANT ACTIVITIES; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Lake County Government whose address Post Office Box 7800, Tavares, Florida 32778-7800, for Neighborhood Stabilization Program grant activities.
THAT this resolution shall become effective immediately.
