Subject:                      Edward Byrne Grant in the amount of $42,029.00

 

 

Staff Recommendation:

Approval to submit an application and if awarded accept the Edward Byrne Grant from the U.S. Department of Justice for $42,029

 

A one page synopsis was turned in to the Lake County program & budget coordinator as required before August 10, 2009 at 5:00 p.m. for Leesburg to be considered for the proceeds.

 

Analysis:

This grant will be used to fund the following items:

·         1 Man-down interface console ($15,000.00)

·         On-line reporting hardware and software ($19, 601.00)

·         Training ($7,428.00)

 

The man-down console will provide an immediate two-way radio notification to the Leesburg communications center of an officer in trouble.  Currently, this notification is sent to the sheriff’s office which must relay the message by telephone to our communications center, delaying a response by backup officers to aid an officer in trouble.

 

On-line reporting allows citizens to complete certain police reports without the need for direct assistance from a police officer.  Many police agencies have successfully implemented this type of incident reporting system.    This will not eliminate police-citizen contact, but it will in some cases, provide an alternative means of filing a police report.  It will save labor, adds to our ability to serve the citizens while keeping police officers on the streets, and provides monetary savings by reducing the need to increase staffing levels in the future.  Lastly, citizens may report certain types of incidents from the comfort of their own homes or other locations.

 

Department personnel must constantly train in order to maintain or improve our service quality.  These funds will help supplement our current training budget.

 

Deadline for application submittal is August 21, 2009

Fiscal Impact

The grant will provide $42,029.00 in funding for equipment and training needs. 

There is no financial impact to the city.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE LEESBURG POLICE DEPARTMENT TO APPLY FOR THE BYRNE GRANT FOR $42,029.00 TO AID IN THE PURCHASE OF TWO ONE MAN DOWN INTERFACE CONSOLES, ON-LINE REPORTING HARDWARE AND SOFTWARE, AND TO SUPPLEMENT TRAINING COST, TO ACCEPT THE GRANT; AND PROVIDING AN EFFECTIVE DATE.

 

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

                        THAT the Leesburg Police Department is hereby authorized to apply for the Edward Byrne grant for $42,029.00 to supplement costs associated with technology services and training cost; accept the grant if awarded and providing an effective date. 

 

             THAT this resolution shall become effective immediately.
