Subject: Resolution authorizing a Grant of Easement to South West Florida Water Management District for the purpose of installing a monitoring well
Staff Recommendation:
Staff recommends approval of the easement as presented.
Analysis:
Several years ago, St. Johns River Water Management District approached the City requesting a site for the installation of aquifer monitoring wells. These wells are used by the water management districts to gather data on the condition of the aquifer system and on water quality. The City provided the requested easement on our Turnpike Wastewater Treatment Plant property, and the St. Johns River Water Management District subsequently installed three wells to monitor the surficial aquifer, the upper portion of the Upper Floridan aquifer, and the lower portion of the Upper Floridan Aquifer.
We requested the District to also install a fourth well for the purpose of monitoring and gathering data from the Lower Floridan aquifer, since there is virtually no relevant information available in this area for the lower Floridan. After some time, the District indicated that they had no funding available to install a Lower Floridan monitoring well, but that South West Florida Water Management District did have funding available through a different program. South West Florida contacted the City to initiate the process of site location, survey work, and development of an easement for the purpose.
This proposed easement locates the well site adjacent to the existing monitoring wells. In addition, it grants ingress and egress easement for construction and on-going monitoring activities, as well as provides a temporary construction easement for the duration of the well construction.
Installation of this Lower Floridan aquifer monitoring well will add significant data to the knowledge base relating to the Lower Floridan in a geographic area where there are no reliable data. As time goes on, timely and accurate information about the condition of the aquifer will become increasingly important. The City should support this data gathering effort by providing the easement. There is no cost to the City.
Options:
1. Authorize the Mayor and City Clerk to execute the easement as presented; or,
2. Such alternative action as the Commission may deem appropriate.
Fiscal Impact:
The City will incur no cost associated with the installation or maintenance of this well. The District will make collected data available to the City without cost. All survey work was completed by South West Florida Water Management District at no cost to the City.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT OF EASEMENT GRANTING AN EASEMENT TO SOUTH WEST FLORIDA WATER MANAGEMENT DISTRICT FOR THE PURPOSE OF INSTALLING A MONITORING WELL; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute a Grant of Easement to South West Florida Water Management District whose address is 2379 Broad Street (US HWY 41 South), Brooksville, Florida 34604.
THAT this resolution shall become effective immediately.
