The Planning staff and Planning Commission recommend approval of the referenced amendment to the Code of Ordinances Amendment to Chapter 25 Land Development Code, Article VII Technical Standards, Division 7. Names and Numbers, Section 25-617 Street signs Requirements.
On July 23, 2009, the Planning Commission held a public hearing on the amendment requested by staff, and, by a vote of 7 to 0, recommended approval of the amendment.
This amendment provides for clarification of the standards for subdivision street signs requirements in the City of Leesburg under the Land Development Code. The recommended standards are requested by the Public Works Department to provide for continuance of uniform efficient street signs regulations for the City of Leesburg. This amendment will not change the current requirements, but will provide written standards in the code. The proposed amendment will provide for minimum standards for this activity on private property with in the City that will protect the health, safety, and welfare of our citizens.
1. Approve the recommended amendment to the Code -Chapter 25 Land Development Code.
2. Other such action as the Commission may deem appropriate.
There is no fiscal impact to the City.

AN ORDINANCE OF THE CITY OF LEESBURG, FLORIDA, AMENDING §25 – 617 OF THE CODE OF ORDINANCES IN ITS ENTIRETY, TO ALLOCATE RESPONSIBILITY FOR INSTALLATION OF TRAFFIC CONTROL AND STREET NAME SIGNS AND TO PRESCRIBE SPECIFIC STANDARDS FOR THE DESIGN, MATERIALS, PLACEMENT AND OTHER ASPECTS OF SUCH SIGNS; REPEALING CONFLICTING ORDINANCES; PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF LEESBURG, FLORIDA:
§25-617 of the Code of Ordinances of the City of Leesburg, Florida, is hereby amended in its entirety to read as set forth below:
Sec. 25 – 617. Street Signs.
The City, County, or State having jurisdiction over a roadway shall install all signs for traffic control and street names except where that responsibility is allocated to another person under this Section. In any new development the property owner or developer shall install all signs for traffic control and street names and the cost of the signs shall be the responsibility of the owner or developer. Street name signs shall be installed at all street intersections. Stop signs and other traffic control signs may be required as deemed necessary for the protection of motorists, pedestrians, cyclists and others utilizing the streets. All street, traffic and signalization signs shall comply with the following standards:
1. Street Signs –
a. All sign blanks shall be constructed of 0.63” thick aluminum chemically treated to meet ATSM B449 standards (pretreatment for paint or reflective sheeting. Dimensions are to be 9” high with a minimum width of 30” and a maximum width of 48”.
b. The background shall be high intensity or greater white sheeting, with green transparent overlay film.
c. Signs shall have a one – half inch white border, one – half inch from the edge. Street names shall be six – inch series B letters with ¾ inch to one – inch spacing between letters. Abbreviated suffixes such as “Rd.”, “Ave.” or “Dr.” shall be three – inch series B letters.
d. The block number shall be displayed in the lower right hand corner of the sign in three – inch series B letters.
e. Signs shall be mounted as two single – sided signs mounted back to back with the ends bolted together using a ¼ inch by ½ inch bolt, two flat washers, one lock washer and nut, all stainless steel, on a galvanized nine – inch twist bracket. No edge clamping style mounting blocks are to be used. Center holes shall be fastened with one – inch by 5/16 inch bolts, two 5/16 inch flat washers, one 5/16 inch lock washer and one 5/16 inch nut all in stainless steel.
f. The top two sign blanks (aluminum only) and City logos will be provided by the City of Leesburg Public Works Department.
2. Regulatory and warning signs –
a. Sign blanks shall be 0.80 gauge.
b. With the exception of street name signs which shall have the characteristics described above, all signs shall conform in color, size, legend and logo with specifications in the Manual on Uniform Traffic Control Devices (“MUTCD”).
c. Stop signs shall be a minimum of 30 inch by 30 inch with high intensity sheeting or greater.
d. Regulatory and warning signs shall be placed in accordance with the MUTCD (Sections 2A – 21 through 2A – 27) with respect to offset from the edge of the road, height and other placement criteria.
e. Poles should be buried to a minimum depth of 2.5 feet allowing seven feet from the level of the traveled roadway to the bottom of the sign.
f. Poles are to be concreted in place with forty pounds of concrete. The top of the concrete shall be level with the ground.
g. Poles shall be galvanized steel U – channel poles not less than 12 feet in length (14 or 16 feet for severe shoulder drop – offs), with a minimum weight of two pounds per foot.
If any portion of this ordinance is declared invalid or unenforceable, then to the extent it is possible to do so without destroying the overall intent and effect of this ordinance, the portion deemed invalid or unenforceable shall be severed herefrom and the remainder of this ordinance shall continue in full force and effect as if it were enacted without including the portion found to be invalid or unenforceable.
All ordinances or parts of ordinances which are in conflict with this ordinance are hereby repealed, to the extent necessary to alleviate the conflict, but shall continue in effect insofar as they are not in conflict herewith, unless repeal of the conflicting portion destroys the overall intent and effect of any of the conflicting ordinances, in which case those ordinances so affected shall be hereby repealed in their entirety.
This ordinance shall become effective upon its passage and adoption according to law.
