Subject:                      Resolution authorizing an interlocal agreement with the Carver Heights/Montclair Area Community Redevelopment Agency (CH/MACRA) for services provided by the City to the CRA

                                   

 

 

Staff Recommendation:

Staff recommends approval of the Interlocal Agreement with Carver Heights/Montclair Area CRA (CH/MACRA) for management services provided.

 

Analysis:

The Carver Heights/Montclair Area Community Redevelopment Agency (CH/MACRA) currently employs one staff person as the Community Redevelopment Coordinator.  All expenses are paid by the CH/MACRA.  However, to best provide services and allocate resources equitably to the City of Leesburg Housing & Economic Development Department and the CH/MACRA, the Redevelopment Coordinator expenses should be contracted through an interlocal agreement to the CH/MACRA.   Currently, the operating budget for the CH/MACRA is $101,470.00 which includes professional services, contract services, postage, utilities, property insurance, printing & binding, operating supplies and communication equipment.  

 

The Redevelopment Coordinator will be required to keep records of the time spent providing services to the City and the CH/MACRA.  All tasks provided on behalf of the CH/MACRA will be paid by that agency pursuant to the Interlocal Agreement.  In addition, any budgeted and approved time performed for the City will be paid by general funds.  The Redevelopment Coordinator task and responsibilities will not change pursuant to this Interlocal Agreement. 

 

Options:        

  1. Approve Interlocal Agreement between the City of Leesburg and the Carver Heights/Montclair Area CRA for management services; or
  2. Such alternative action as the CHCRA Board may deem appropriate. 

 

 

 

Fiscal Impact:

These services are included in the annual CH/MACRA budget of $101,740.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, APPROVING AN INTERLOCAL AGREEMENT WITH  THE CARVER HEIGHTS/MONTCLAIR AREA COMMUNITY REDEVELOPMENT AGENCY FOR MANAGEMENT SERVICES; AND PROVIDING AN EFFECTIVE DATE.

 

            THAT the Mayor and Commission of the City of Leesburg, Florida hereby approves the interlocal agreement to fund Staffing Services for Carver Heights/Montclair Area CRA for the purpose of providing a uniform approach to implementing redevelopment activities.
